skills partnership board to use a portion of funds to collect and disseminate
activities information and requiring the board to plan for statewide information

economic development (DEED) for the Minnesota job skills partnership, requiring
board development of a plan to improve job skills partnership program marketing;
repealing the HIRE education loan program
