services to native American women leaving the Minnesota correctional facility at
Shakopee, requiring commissioner collaboration with the housing finance agency
(HFA) on transitional housing issues and the state university at Mankato for a
needs assessment; specifying certain criteria to be considered in developing the
plan and requiring a commissioner report to the legislature by a certain date
