Relating to gambling ARTICLE 1 � LEGISLATIVE FINDINGS AND INTENT Stating
legislative findings relating to the positive and negative +effects of Indian
gaming in the state and the intent of the legislature relating+ to tribal state
gaming compacts; requiring the attorney general to bring an +action in federal
court to establish the intent of the legislation to eliminate+ the legal basis
of compacts between the state and federally recognized Indian +tribes
authorizing the possession and operation of video gaming (slot) +machines on
Indian land within the state under the federal Indian gaming +regulatory act and
to periodically report to the legislature on activities ARTICLE 2 � TRIBAL
STATE COMPACTS Modifying certain tribal state gaming compact content
requirements, +requiring provisions banning persons under the age of 21 from the
premises, +waiving the right to seek new designations of gaming land or compacts
for certain+ forms of class III (slot machine) gaming and providing for sharing
revenues +with the state and an expiration date; requiring notice by the
governor to +Indian tribes signing the compacts with a request to begin
negotiations for a new +compact to control class III video games of chance to
replace the existing +compact ARTICLE 3 � REPEAL OF STATUTORY BASIS FOR VIDEO
COMPACTS Eliminating the authority of Indian tribes to sell gambling devices
+without a license and the authority of distributors to sell devices to Indian
+tribes and to individuals for display or amusement purposes; requiring the
+commissioner of public safety to prevent the possession of electronic or
mechanical +gambling devices in the state except as authorized by law or valid
tribal +state compact; repealing certain provisions prohibiting the construction
of certain +gambling restrictions as prohibiting or limiting tribal state
compacts ARTICLE 4 � CERTIFICATION Repealers not to take effect upon the
governor filing with the office+ of the secretary of state a certification of
the signing of a tribal state +gaming compact for control of class III video
games of chance to replace +compacts negotiated before a certain date
authorizing the operation of video +games by the tribes (ja)
