Relating to gambling; authorizing and providing for the director of the state
lottery to purchase or lease video lottery machines, defining video lottery
machine; requiring director adoption of certain specifications and the assurance
of a central computer connection for the machines; restricting location of the
machines to certain establishments authorized to sell alcoholic beverages at
on-sale, requiring director designation of a certain number of pilot project
counties; authorizing machine inspection without notice; authorizing director
rules for specifications and prize payout requirements; providing for the
deposit of receipts and net proceeds; prohibiting play by persons under the age
of 21; prohibiting tampering with the machines, penalty; requiring the director
to report to the governor and legislature by a certain date on the results of
the video lottery pilot project, specifying certain report content requirements
