logs or historical artifacts to vest in the state a certain amount of time after
sinking; requiring persons wishing to raise and remove logs resting on submerged
lands owned by the state in inland waters to apply to the commissioner of
natural resources (DNR) for a lease, specifying certain application requirements
and fees, requiring evidence of liability insurance; requiring and providing for
review and approval of applications by the commissioner with notice to the
Minnesota historical society and publication in the state register, specifying
certain factors to be considered by the commissioner in approving applications
and a time limit; specifying lease terms and conditions; providing for
disposition of application fees and lease proceeds received; prescribing
penalties for certain violations; requiring the commissioner to report to the
legislature by a certain date on the recovery of sunken logs including a fiscal
note; repealing a certain provision requiring the scaling and marking of raised
