Relating to education; modifying certain adult basic education programs
provisions; authorizing school districts or adult basic education consortiums to
deliver English as a second language, citizenship or other programming in
collaboration with community based and nonprofit organizations and with
correctional institutions, specifying certain requirements of the organizations
or institutions and providing for reimbursement; requiring organizations
delivering ABE services to follow certain criteria; establishing a temporary
adult basic education policy review board to advise the commissioner of
children, families and learning on program and funding policies for ABE
programs, requiring the commissioner to appoint board members and specifying
certain board duties; authorizing and providing for the commissioner in
consultation with the board to make grants to nonprofit organizations to provide
services not offered by district programs or supplemental to statewide or
district programs, specifying certain limits; providing for ABE, base
population, adult learner and adult basic education instruction aids, specifying
certain programs records maintenance requirements and requiring certain annual
audits by the commissioner and annual fiscal reports by the programs receiving
aid; authorizing the proration of certain aids under certain insufficiency
conditions; requiring the use of excess funds for innovative program grants,
requiring the commissioner to establish eligibility criteria and application
procedures for the grants; increasing a certain prior appropriation to the
commissioner for adult basic education aid and requiring the commissioner to
distribute money necessary to fully fund the ABE aid formula for the current
fiscal year as one time supplemental aid; requiring the board of teaching to
convene a task force to develop a competency based license for teachers of ABE
and ESL classes as an alternative to current licensing requirements and report
to the legislature by a certain date; appropriating money to the department of
children, families and learning for ABE supplemental service grants,
supplemental ABE aid and the ABE policy review board; repealing the current
