inherently low emission vehicles upon request and payment of a fee a distinctive
decal or other identifier with a unique number at the +time of vehicle

transportation (DOT) from charging user fees to +owners or operators of singly
occupied hybrid vehicles or ILEV with decals +using designated high occupancy
