Appropriating money to the department of veterans affairs for
veterans services; restricting honor guard detail presence to in-state funerals;
modifying veterans service office grant program eligibility, grant amount, and
grant use; allowing the Minnesota association of county veteran service officers
to receive a grant; modifying the definition of veteran; defining on-the-job
training and apprenticeship programs; modifying Minnesota GI bill benefits
eligibility, benefit amount, and an appropriation maximum amount date of
applicability; repealing the veterans service office grant program grant
