2E Providing for general education, education excellence, special education, and
other programs

ARTICLE 1 - GENERAL EDUCATION

Specifying serving district
responsibility and conditions for transporting a homeless pupil to and from the
pupils residence; limiting the age of children for home school assessment of
performance requirements; expanding nonpublic school reporting requirements to
superintendent; modifying certain education finance provisions relating to early
graduation, the early graduation scholarship program, and the early graduation
military service award program; modifying revenue timing requirements; expanding
transportation aid entitlement for homeless nonresident pupils; authorizing
continued enrollment for homeless students in a nonresident district; expanding
the postsecondary enrollment options (PSEO) program; allowing a charter school
to generate shared time aid revenue for home school students; modifying
reallocation of general education revenue for all-day kindergarten and
prekindergarten; clarifying shared time aid for nonpublic school students and
eliminating the veto over shared time participation by resident districts;
adjusting the special education pupil count eligibility requirement for a
charter school to receive the accelerated aid payment shift; requiring general
education revenue to a resident district for a homeless child enrolled in a
school other than an independent or special school district or charter school;
providing PSEO appropriation adjustments; revisor instruction; repealing a
certain homeless pupil revenue reporting provision and a PSEO intermediate
schools exception

ARTICLE 2 - EDUCATION EXCELLENCE

Making adjustments to
graduation standards; modifying the date for districts to submit local reading
assessments results; modifying certain statewide testing requirements for math
for the 2012-2013 and 2013-14 school years only; modifying the month by which a
school board must notify a probationary teachers about contract nonrenewal;
prohibiting public school employees from using public funds and resources to
advocate to pass, elect, or defeat a political candidate, ballot question, or
pending legislation; clarifying terms for an education site achievement contract
focused on individual learning goals for each student, directing districts with
successful contracts to enter into similar achievement contracts with other
school sites; modifying certain principal evaluation provisions; expanding PSEO
transportation aid entitlement for a parent or guardian of an alternative pupil;
modifying certain charter schools provisions relating to charter school
authorizers duties and responsibilities, formation of school, written charter
contracts, performance evaluations, pupil performance, employment and contracts,
length of school year, annual public reporting requirements, and insurance
policy submittal requirements, specifying certain affiliated nonprofit building
corporation compliance requirements, and allowing collaboration between charter
school and school district to enhance student achievement; adjusting the cap on
the career and technical levy; adjusting the formula for proficiency aid and
growth aid; permitting alternative uses of the building lease levy for school
districts that are members of the St. Croix River education district;
authorizing a lease levy for administrative space for independent school
district #656, Faribault and independent school district #284, Wayzata;
repealing certain obsolete provisions and making certain conforming
amendments

ARTICLE 3 - SPECIAL EDUCATION AND OTHER PROGRAMS

Modifying
certain special education extended year requirements and certain nonresident
education billing requirements; defining on-site education program for school
districts with care and treatment facilities; modifying certain bonding election
timing provisions for school districts; expanding the use of a prior
appropriation for a grant to evidence-based early literacy parent-child home
program; repealing certain provisions relating to placement in state institution
responsibility, uniform billing system for the education costs of out-of-home
placed students, and certain school districts limit on net debt
