Relating to state government ARTICLE 1 GRANT TO PRIVATE NONPORFIT
ORGANIZATIONSRequiring the commissioner of administration to award one time
grants to private nonprofit organizations to perform functions on behalf of the
Indian Minnesotans, Chicano Latino Minnesotans, Black Minnesotans and
Asian-Pacific Minnesotans communities, requiring commissioner consultation with
the Indian affairs, Chicano Latino people affairs, Black Minnesotans and
Asian-Pacific Minnesotans councils before awarding the grants; specifying
certain functions to be performed on behalf of the communities of color and
requiring the groups receiving grants to begin performing the functions by a
certain date; requiring the minority councils to transfer records to the
appropriate group and eliminating the councils ARTICLE 2 CONFORMING
CHANGESMaking conforming changes to certain statutory provisions to reflect the
repeal of the minority councils; transferring certain responsibilities from the
Indian affairs council to the department of trade and economic development
(DTED) and the state archaeologist and certain council chair appointment
