permits without a fee authorizing hunters with permanent physical disabilities
to use snowmobiles or all-terrain vehicles (ATV) in wildlife management areas,
specifying certain permit qualification requirements; modifying certain
qualifications for disabled hunters to obtain a special permit from the
commissioner to hunt from a motor vehicle, authorizing the commissioner to
establish reasonable minimum standards for the permits, creating an exception to
the authority to take a deer of either sex and granting the commissioner certain
permit denial, modification, suspension or revocation authority; imposing a
penalty for false permit application (ra, ja)
