1E Providing for the sale, storage, and other regulations of liquor;
authorizing, modifying, and establishing various liquor licenses; clarifying
certain filing requirements; requiring farm wineries to be treated as
wholesalers for the excise tax imposed on certain wines; clarifying an excise
tax exemption for home-brewed naturally fermented fruit juices or beer products;
allowing farm wineries to import bulk distilled spirits under certain conditions
and creating an excise tax exemption; expanding sales at microdistilleries and
allowing for the issuance of a cocktail room license; authorizing licensed
brewers to refill a growler with malt liquor for off-sale at the request of the
customer under certain conditions; allowing home-brewed naturally fermented
fruit juices or beer products to be shown at public events and prohibiting
sales; increasing production limits for farm wineries, allowing storage in a
noncontiguous warehouse, and allowing purchase of bulk wine or distilled spirits
under certain conditions; allowing religious stores to sell sacramental wines;
authorizing on-sale liquor licenses for the American Swedish Institute and the
Minneapolis Institute of the Arts; removing a food service requirement for
service of wine and beer, increasing the allowed percentage of alcohol in wine;
expanding license revocation authority; allowing on-sale establishments to use
infused beverages and cocktails with certain restrictions; modifying regulations
relating to the sampling of malt liquor; expanding lawful gambling fraud to
include electronic pull-tabs and electronic linked bingo machines and
prohibiting attempts to convert legal gambling into illegal gambling in licensed
establishments, prohibiting unauthorized possession of the devices; authorizing
the city of Brooklyn Park to issue an on-sale intoxicating liquor license to a
wedding event center; allowing an on-sale license for professional hockey events
at the Richfield Ice Arena; allowing Hennepin county establishments licensed to
sell alcohol a special closing time during the 2014 major league baseball
All-Star game at Target Field; allowing Golden Valley to issue an on-sale
license to a city-owned golf course and community center; providing a revisor
instruction; and extending University of Minnesota liquor sales and removing a
current sunset
