drug use, housing and zoning and landlord tenant statutory provisions for
regulatory purposes, requiring counseling services and alternative living
arrangement notice for residents, restricting residence to persons with chemical
dependency and requiring certain financial interest disclosure to prospective
residents; prohibiting landlord waiver of tenant rights, specifying attorney
general prosecutorial authority; creating a sober house working group, requiring
membership to include the commissioners of human services, health and public
safety departments and the housing finance agency (HFA) director
