computers and related equipment to other school districts or to certain low
income students under certain conditions; requiring disposition instructions
from the commissioner of children, families and learning; requiring school
districts to maintain inventories of the property and periodically reconcile
results with related property records, specifying a minimum records retention
period and granting the commissioner access to the records for examination
