E Relating to gambling; providing for the management of growth in + the gaming
industry by authorizing the governor to negotiate additional +identical state
tribal compacts with Indian tribes requesting negotiations for +regulation of
class III gambling on land in the metropolitan area acquired as a +site for an
Indian gambling facility, specifying certain compact requirements and
restrictions, effectiveness to be contingent on a certain number of +tribal
governments entering into identical compacts negotiated by a certain +date;
requiring approval of the horsepersons organization representing the +majority
of the horsepersons racing for simulcasting at certain newly licensed+ class A
facilities, removing a certain restriction on simulcasting races in +the
metropolitan area; restricting the authority of the racing commission+ to
authorize card clubs at newly licensed class B facilities; increasing+ the
maximum number of tables allowed to be used for card playing at card +clubs at
one time; imposing a card club franchise fee; requiring the +commissioner of
revenue to study the taxation of all forms of gambling in the state +and report
to the legislature by a certain date with recommendations for a fair +and
equitable tax system for gambling revenues (mk, ja)
