facilities commission and designating the commission as an agency in the
executive branch; increasing the membership, members to be appointed by the
governor and to represent congressional districts; modifying terms and providing
for compensation; making conforming amendments to certain statutory provisions;
transitional provision; specifying certain phrase replacement and change
proposal instructions to the revisor of statutes; repealing certain existing
provisions relating to the administration and powers and duties of the
commission and to the baseball and hockey arena, the metrodome and the met
