Relating to human services; modifying certain provisions regulating congregate
housing services projects for certain older persons; changing the projects to on
site coordination (OSC) services projects; expanding the definition of
congregate housing and eligibility for the projects and defining and redefining
certain related terms; transferring administration of the program from the board
on aging to the commissioner of human services; requiring the commissioner to
establish an on site coordination services demonstration project to be
coordinated with existing seniors agenda for independent living projects,
providing for grants to public or nonprofit agencies to provide coordinators for
services in designated service areas (DSA); requiring the commissioner to
periodically collect certain data relating to the goals, activities and
accomplishments of the projects and annually report to the legislature;
authorizing the commissioner to provide or contract for technical assistance to
sponsors of on site coordination services projects and to use certain other
agencies or organizations to assist in the exercise of powers; requiring the
commissioner to expand SAIL with certain additional initiatives; specifying
certain recodifying and cross reference change instructions to the revisor of
statutes; appropriating money to the commissioner to expand the number of SAIL
projects and to implement the SAIL initiatives (ra)
