association a division of the department of commerce to be directed by a deputy
commissioner to be appointed by the commissioner of commerce; transferring
certain powers and responsibilities relating to the association from the
department of labor and industry to the department of commerce; eliminating the
property tax exemption for the association; changing the board of directors of
the reinsurance association to an advisory board; repealing certain provisions
relating to excess surplus distribution and the plan of operation of the
