enactments; correcting a certain optional provision in the articles of

relating to the personal liability of governors; extending the deadline for
commissioner of human services maximization of federal funds for the consumer
support program for persons with functional limitations; correcting a certain
provision providing for the private sale of certain tax-forfeited and surplus
state lands St. Louis county; clarifying the adult high school graduation aid
formula and a certain provision exempting raffle tickets from certain prize
listing requirements; increasing the total appropriation figures for the
department of corrections; correcting the application of the early childhood
family education (ECFE) levy formula; transferring the authority for hiring a
personnel director for the state board of public defense from the state public
defender to the board; providing an appropriation for a grant to the university
of Minnesota college of natural resources for research to reduce the impact of
blister rust on white pine and to the board of water and soil resources (BOWSR)
for certain grants to soil and water conservation districts and to the Red river
basin board; modifying the provision providing for the availability of a certain
portion of deer license fees for emergency deer feeding; accelerating the
effective date for the repeal of the board of boxing; clarifying the type of
grants to WomenVenture and to the Mississippi River parkway commission; changing
the source for certain appropriations for the youthbuild technical program;
correcting a certain total appropriation to the Minnesota historical society;
clarifying certain appropriations to the center for crime victim services for
crime victims and offenders mediation programs and to the department of public
safety for certain criminal gang program grants and transferring the powers and
duties of the supreme court relating to the mediation programs to the center;
modifying a certain automobile theft prevention board appropriation expenditure
prohibition; clarifying a certain provision providing for certain city property
tax rate increases; providing for certain exemptions to the personal property
tax on transit zone properties; providing for the allocation of general
education and referendum revenue generated by students to school buildings,
