Relating to education; providing for a performance-based pay system for teachers and specifying certain standards; modifying certain provisions relating to employment contracts terms and conditions, charter schools, and general education revenue; providing for evaluation and performance revenue for a school district or charter school under certain conditions; providing formulas for basic evaluation and performance aid, levy, and equalization aid; authorizing an intermediate school district to develop a performance pay system; and repealing certain provisions relating to the educational improvement plan, alternative teacher pay and alternative compensation revenue
