Relating to gambling

ARTICLE 1 - CASINO

Authorizing and providing for the
commissioner of public safety to issue a license for the ownership and operation
of a casino in the city of Eagan; establishing a casino commission to review
regulatory matters, specifying membership; requiring and providing for
commissioner issuance of certain occupational licenses for casino employees,
providing for application, investigation and license issuance and renewal or
revocation and suspension; prescribing game procedures; requiring the casino
licensee to file with the commissioner a comprehensive plan for security and
surveillance at the casino; authorizing the commissioner to by order exclude
certain persons from the licensed casino, providing for hearing and appeal and a
reasonable time to cure the violation or condition, imposing a penalty for
violation of the order; authorizing and providing for exclusion of persons from
the premises by the casino under certain conditions; providing for the detention
and arrest of criminal suspects, casino licensee or peace officer liability
immunity provision; prohibiting minors from entering the premises; specifying
certain audit requirements; imposing a tax on gaming conducted at the casino,
providing for payment and for the crediting of tax revenues; requiring the
casino licensee to post the compulsive gambling hotline number in prominent
locations; prohibiting local regulation; prohibiting the recovery of lost money
through civil action and excluding gaming at the casino from gambling crimes;
requiring the commission to establish by rule a schedule of fees for casino
occupational licenses for deposit into the general fund

ARTICLE 2 - THREE
STADIUM FUNDING FOR TWINS, GOPHERS AND VIKINGS

Providing a process for the
financing of sports stadiums for the Minnesota Vikings, Minnesota Twins and the
university of Minnesota Gophers and for the financing of future light rail and
commuter rail; exempting real or personal property acquired, owned, leased,
controlled, used, or occupied as a stadium or a casino, convention center,
monorail system and parking facilities from property taxes and subjecting the
property to special assessments levied by a political subdivision; defining
certain terms; specifying uses of casino revenues
