Relating to crime; authorizing local correctional agencies to establish a
schedule of local confinement fees to charge offenders for costs associated with
confinement, requiring fees to be related to offender ability to pay; providing
for collection of the fees; creating a local agency claim and lien against
offender payments, awards, judgments or settlement proceeds for the fees,
providing for civil action, restitution payments to have priority; expanding the
definition of claimant agency under the revenue recapture act to local
correctional agencies for debt collection purposes
