Providing for the licensure and registration of private postsecondary
educational institutions with the office of higher education, modifying the
definition of school to include entities located in other states with contracts
with state schools, requiring registration upon school merger, consolidation or
sale, specifying information and requirements for registration, school closure,
additional security, accreditation, school criteria, school name limits, name
grandfathering, conditional approval, registration disapproval and appeal,
permitted advertising, records, fees and penalty; requiring curriculum approval;
clarifying requirements with regard to proprietary schools and authorizing
penalties, removing an exemption for driver training schools; exempting
religious schools
