reminders to state agency heads of the statutory requirement to +operate
flexible fuel state owned or leased motor vehicles on E85 fuel +dependent on
availability; requiring the communications to include a form for use +by agency
heads to report to the commissioner on total and E85 fuel purchased +for use in
the vehicles, requiring commissioner annual reports to the +legislature;
providing for the issuance of special license plates for alternative +fuel
vehicles powered by E85 fuel, requiring the registrar of motor +vehicles to
calculate the additional fee to cover manufacturing and issuing +costs, to
determine eligibility and to design the plates; requiring the deposit+ of fees
in the highway user distribution fund; requiring the commissioner of
transportation (DOT) to allow the use of high occupancy vehicle (HOV)+ lanes on
interstate highways and other freeways by alternative fuel vehicles +displaying
the special license plates, requiring the commissioner to designate +the
direction and hours of travel on I-394 (je, ja)
