Relating to the environment; requiring the commissioner of the pollution control
agency in a certain progress report to describe certain reductions made in
mercury emissions and to estimate the amount of reduction achieved overall
specifically resulting from the implementation of a voluntary reduction plan;
imposing certain limits on mercury emissions for coal fired steam electric
generating facilities; requiring owners or operators of generating units to
submit compliance plans to the commissioner, specifying certain plan content and
update and compliance certification reporting requirements; providing for the
determination of compliance with certain federal continuous emissions monitoring
system performance specifications; prohibiting the commissioner from issuing air
quality permits for new or expanded electric generating units causing total
annual statewide mercury emissions to exceed certain limits; modifying certain
public utility mercury emissions report content requirements; requiring projects
approved for the emissions reduction rate rider to be designed to reduce
emissions of several pollutants simultaneously and extending the expiration date
of the rider; establishing the taconite mercury control research account and
appropriating money in the account to the commissioner of natural resources
(DNR) to implement and maintain a taconite mercury control research grant
program for the development of technology to reduce mercury emissions from
taconite indurating and direct reduced iron furnaces to a certain level,
specifying grant eligibility requirements, certain findings responsibilities of
the commissioner and certain rule adoption requirements of the PCA, requiring
the PCA to incorporate mercury reductions into air quality permits of the
furnaces
