Requiring the commissioner of health to develop materials for use by sheriffs in
educating county jail inmates of the health hazards of methamphetamine use and
manufacture; requiring sheriffs to periodically provide persons incarcerated for
violating laws prohibiting the manufacture, sale or possession of
methamphetamine with the educational materials
