E Relating to agricultural trade; authorizing the commissioner of agriculture to
establish and implement a livestock development grant program to help producers
and counties maintain or develop the livestock industry in an economically
viable and environmentally responsible manner, specifying grant limits and
authorized uses, authorizing the commissioner to establish an ad hoc advisory
group to assist in evaluating grant requests; requiring the commissioner to
establish a feedlot design and management compliance education program for
livestock producers, specifying the program purpose and certain content
requirements, requiring commissioner biennial reports to the legislature;
appropriating money to the commissioner to employ or contract for the services
of an agricultural trade specialist demonstrating thorough knowledge of state
agricultural producers and products and opportunities for developing or
expanding agricultural product markets nationally and internationally and to
provide grants to agricultural producers and processors for assistance in
forming nonprofit corporations or member cooperative shippers associations to
facilitate agricultural marketing through the efficient and economical movement
