Providing a state policy for basin watershed management; defining certain terms;
specifying board watershed management purposes; requiring establishment of basin
boards in major river basins including Rainy River, Great Lakes, St. Croix
River, Middle Mississippi River, Lower Mississippi-Cedar Rivers, Upper
Mississippi River and Minnesota River basins, specifying certain basin board
membership requirements and duties; establishing advisory committees and
specifying membership requirements, regulating basin management plans, watershed
management organization plans, allowing a county or soil and water conservation
district to use plans to meet certain local water management plan requirements,
ad valorem property tax levy authority, expanding the definition of special
taxing districts; providing an establishment petition order process, amendment
and termination process; authorizing adoption of additional performance and
operational standards for member watershed management entities by a basin board,
providing for corrective actions; authorizing a base grant award to a basin
board for the development and implementation of the plan; requiring an annual
report to the legislature by a certain date; appropriating money to the board of
soil and water resources (BWSR)
