Modifying certain election campaign finance and public disclosure requirements;
reducing the time limit for first registrations of political or principal
campaign committees, political funds or party units; regulating coordinated
electioneering communication contributions and expenditures, defining
electioneering communication and specifying certain reporting requirements;
requiring reporting of independent expenditures in excess of certain amounts,
time limits; requiring state campaign finance and public disclosure board notice
to candidates signing spending limit agreements of release from expenditure
limits due to receipt of reports of aggregate independent expenditures in excess
of a certain limit; requiring reports to the board by individuals or
associations making expenditures to encourage voter participation in the
process; limiting aggregate independent expenditures by political party units
signing spending limit agreements and participating in the political
contribution refund program; limiting contributions to political party units and
political committees and funds in excess of certain amounts, requiring return of
excess amounts to the contributor or payments to the board for deposit in the
state general fund, imposing a civil penalty for violation; requiring political
party units to sign and file with the board agreements to comply with the
independent expenditure limits as a condition of issuing political contribution
refund receipts, duration; establishing a work group to study the feasibility of
creating an online campaign finance reporting and public subsidy payment system
and report to the legislature by a certain date, specifying certain work group
membership requirements and requiring the board and the department of revenue to
provide staff resources to the work group
