Relating to retirement; modifying the method for dividing public pension
benefits as marital property in marriage dissolution actions; specifying certain
domestic relations order requirements for division purposes; specifying certain
rights of alternate payees relating to benefit payments, defining alternate
payee and providing for commencement of the payments upon participant attainment
of the minimum age for receipt of an annuity or pension; specifying the public
retirement plans subject to the requirements; providing for retroactive
application to marriage dissolutions of certain members of the general state
employees retirement plan of the Minnesota state retirement system (MSRS);
expanding public pension plan financial reporting requirements to retirement
annuities for alternate payees and membership tabulation requirements to the
payees
