distinguished achievement by highly motivated students; requiring use+ of the
grants to develop scholars of distinction programs in particular +subjects

certain others; requiring the programs to be open to students willing+ to commit
time, rigorous study and dedication to learning the subject area, +specifying
certain participant requirements and requiring notation of +participation on
