for consideration of bills or conference committee reports for final passage on
the same legislative day as the reporting of the bill or conference committee
report to the body, authorizing waiver of the requirement on the final
legislative day before adjournment by an affirmative vote of a certain number of
members or by executive order of the governor; amendments of noncomplying bills
or conference committee reports onto complying bills to evade the requirement to
be a violation of the requirement; specifying the personal accountability of the
presiding member for violations
