Requiring the state board of teaching to establish and oversee an ongoing
competitive grant program promoting the development of first year teacher
induction programs to ensure the success of first year teachers, specifying
certain program content requirements; modifying the limit on professional
teaching standards grants; appropriating money to the department of children,
families and learning for the teachers of color and professional teaching
standards grant programs and to the board of teaching for first year teacher
