solicitation process under state procurement provisions in entering into
services contracts; appropriating money to the commissioner of employee
relations (DOER) for grants to the service for ongoing operations, technology
upgrades and development of educational programs to increase awareness of new
legislators and appointed state officials relating to functions, operations and
challenges of local government units and of a website to disseminate local
government best management practices (rla)
