Establishing a task force on licensing and alternative quality assurance under
medical assistance (MA) to explore funding options to improve the human services
licensing and quality assurance system for persons with developmental
disabilities, providing for the appointment of members by the commissioner of
human services in consultation with the region 10 quality assurance commission
and specifying certain duties of the task force; requiring a task force report
to the legislature by a certain date with recommendations on implementation of a
statewide system of quality assurance and licensing
