E Authorizing religious organizations to operate buses painted school bus glossy
yellow and equipped with a stop arm and flashing lights to transport persons to
and from worship services or organization events, requiring operation by persons
holding drivers licenses with a valid school bus endorsement, requiring a
certificate of inspection and identification as a church bus; expanding the
authorized classes of licenses required to drive a school bus and authorizing
the temporary driving of school buses without a drivers license endorsement
under certain documentation conditions; placing responsibility for issuance of
school bus endorsements to qualified applicants on the commissioner of public
safety, endorsee to be responsibility for the effectiveness of the endorsement
and requiring employers of school bus drivers to periodically check endorsement
