1E Creating the crime of loitering in a public place with intent to participate
in prostitution, penalty; requiring the commissioner of public safety in
consultation with the ending long term homelessness pilot project director and
advisory council and the department of human services office of economic
opportunity to award grants to qualified applicants in Hennepin and Ramsey
counties and a county outside the metropolitan area for homelessness pilot
projects to reduce recidivism and promote stronger communities through outreach,
specifying certain applicant qualification requirements relating to outreach
services; requiring grant recipient reports to the commissioner on services
provided, grant money expenditures and program success evaluation for submission
to the legislature by certain dates; repealing the crime of vagrancy
