Updating certain provisions relating to the department of finance; eliminating a
statewide systems account billing procedure reference to the intertechnologies
division; extending the availability of appropriations to the commissioner to
pay for statewide systems; modifying certain general fund revenues and
expenditures forecast requirements for determination of the positive
unrestricted budgetary balance at the close of the biennium; eliminating a
certain obsolete provision relating to inclusion in unrestricted budgetary
general fund balances of revenue attributable to certain settlement payments;
repealing a certain provision requiring transfer of certain balances to the
repealed tax relief account and the requirement for commissioner approval of
executive agency applications for nonstate funds
