Providing cold weather protection for customers of delivered home heating fuels;
requiring heating fuel vendors to annually offer monthly payment agreements for
customers unable to pay for the full cost of fuel delivery, specifying certain
agreement requirements and options; requiring delivery of a sufficient amount of
fuel to customers during the cold weather period, prohibiting the charging of
additional fees for the delivery of minimal amounts of fuel during cold weather;
requiring vendors to place customers on budget billing plans and to structure
payment arrangements to ensure continuous heating service; authorizing refusal
to deliver home heating fuel under certain nonpayment conditions, specifying
