Relating to education; requiring school attendance to be eligible for a
provisional drivers license or instruction or motorized bicycle
permit;specifying certain criteria for meeting the attendance requirement and
requiring certification of compliance upon license or permit application;
requiring the department of public safety to cancel licenses or permits upon
notice by the school principal of habitual truancy or dismissal, requiring
release of the information according to the federal family education rights and
privacy act (PERPA); requiring a similar notice to parents or guardians;
providing for reinstatement of licenses or permits under certain conditions;
providing for hardship waivers from and authorizing school boards by majority
vote to annually waive the attendance requirement; regulating release of the
data under the government data practices act
