ARTICLE 1 - RECOUNT PROCEDURES

Defining recount,
removing the requirement to manually recount votes under automatic recount and
discretionary candidate recounts, limiting the scope of a recount to votes
counted on election day

ARTICLE 2 - VERIFICATION AND STANDARDS

Providing a
procedure for data verification and validation, specifying secretary of state
duties, cross-checking with other agencies, internal cross-checking, and remedy;
requiring secretary of state rule adoption and biennial audit; requiring
election judges to mark ballots of persons registering on election day as
unverified, specifying a regulation for verifying ballots and prohibiting
counting unverified ballots
