Requiring the commissioner of children, families and learning to establish
regional resource centers for autism spectrum disorders to support the efforts
of existing low incidence projects and the Minnesota autism network, specifying
certain staff requirements and duties, requiring school districts to refer
families with children with autism spectrum disorders to the resource centers;
requiring resource centers to support school districts by establishing training
for teachers and paraprofessionals leading to special certification in autism
spectrum disorders; requiring resource centers to coordinate with each other and
authorizing contracts with nonprofit organizations to provide parent education
and program coordination and with post-secondary educational institutions to
