E Requiring the commissioner of transportation (DOT) to advance the schedule for
construction of an additional lane in each direction and replacement and
redecking of bridges on I-494 from trunk highway 5 to trunk highway 100 and for
construction of an additional lane in each direction and replacement of bridges
on I-494 between I-394 and trunk highway 5; authorizing the commissioner to use
a design build method of project development and construction and to award a
contract on the basis of requests for proposals or for qualifications without
bids; requiring the commissioner to temporarily suspend work on the I-35W trunk
highway 62 improvement project until completion of the construction projects on
I-494 and to redirect funds available for the I-35W trunk highway 62 improvement
project to the I-494 reconstruction projects until I-494 projects completion
