E Modifying certain provisions under the Minnesota family investment program;
increasing the MFIP exit level percentage and eliminating the requirement for
the earned income disregard percentage to be the same as a certain previously
implemented percentage; expanding exemptions to the 60 month time limit on
benefits for certain families; providing for extension of the limit under
certain conditions, requiring and providing for case review by county
representatives, requiring certain determinations; providing for participant
appeal of county extension denials, requiring continuation of assistance until
resolution of the appeal; modifying the definition of suitable employment under
the program; requiring job counselors to approve education or training plans and
postpone the job search requirement under certain conditions relating to
caseload participation in education and training; requiring participants in
approved education or training programs to maintain satisfactory progress in the
program, authorizing participation in post-secondary education or training
programs meeting certain criteria for a certain extended number of months, job
search requirements to apply; providing cash bonuses to participants enrolled in
employment and training services for compliance with certain job search support
or employment plan requirements, bonuses to be excluded from income in
determining MFIP eligibility and benefits (mk, ja)
