consumers by interactive services providers, defining interactive services
provider and certain other terms; specifying certain prohibited, required and
permitted disclosures; requiring provision to consumers of secured verifiable
accounts and maintenance of security and privacy of information in the accounts;
restricting use of the information as evidence in legal proceedings; providing
remedies for violation; prohibiting certain false or misleading commercial
electronic mail messages, remedies; authorizing interactive computer services to
block the receipt or transmission of mail messages believed to be in violation
