Providing for telecommunications access revenue for intermediate school
districts and removing regional public libraries from telecommunication access
grant eligibility; extending the expiration date of the revenue program and the
requirement for school districts to reserve a certain amount of money for
telecommunication access costs; providing for regional public library
telecommunications aid, specifying eligibility and application requirements,
required and prohibited uses and a funding priority and providing for the
awarding of funds by the commissioner of children, families and learning;
authorizing independent and intermediate school districts and charter schools to
submit by a certain date costs due to unfunded state and federal mandates
requiring Internet filtering devices to the commissioner for reimbursement;
providing for improved technology and curriculum development grants to
independent and intermediate school districts and charter schools to be used for
certain purposes, requiring the commissioner in cooperation with the Minnesota
education telecommunications council to develop the form, procedures, time lines
and standards for the grants and extending the availability of a certain prior
appropriation to the commissioner for telecommunication access revenue for the
grants; appropriating money to the department of children, families and learning
for telecommunications access revenue, for unfunded technology costs, for
improved technology and curriculum development grants, for regional library
telecommunications aid and for statewide licenses to online databases selected
in cooperation with the higher education services office (HESO) for school media
centers and public, state government and public or private college or university
libraries (electronic library for Minnesota) (ra)
