Requiring the board of trustees of the Minnesota state colleges and universities
(MnSCU) to create a certain number of partnerships in excellence regional
programs to upgrade technical training for production tasks in printing and
publishing, specifying certain program requirements; requiring the board to
designate partners in excellence through a competitive process, all state
colleges and universities to be eligible to apply; requiring periodic review of
designations for satisfactory performance determination purposes, requiring
placement of programs performing unsatisfactorily on probation for a certain
period of time and removal of the programs from designation for failure to
correct deficiencies within the time period; establishing a printing and
education partnership committee to perform the reviews, allocate money and
participate in partners in excellence programs selection, specifying membership
requirements and providing for funding; specifying certain criteria and
accountability standards for designation or recertification of the programs;
providing for local advisory committees, specifying certain membership
representation and consultation and reporting requirements; specifying certain
curriculum standards and content and programs review and accreditation
requirements; requiring chancellor annual reports to the governor and
