Appropriating money to the commissioner of public safety for grants under the
undercover buy fund for increased law enforcement costs relating to
methamphetamine trafficking and production; requiring the selection of grant
recipients by the narcotics enforcement coordinating committee in the office of
drug policy and violence prevention and allocation of the grants in a balanced
manner among rural, suburban and urban drug task force agencies; authorizing the
awarding and use of the grants for certain activities relating to clandestine
methamphetamine labs, prohibiting use for lab site cleanup or disposal of seized
