restricting the authority of the commissioner to collect information under the
program; specifying certain additional requirements of hospitals receiving sole
community financial assistance grants; modifying certain rural community health
center grant provisions; modifying and clarifying certain provisions under the
national health services corps state loan repayment program for health
professionals and the rural physicians, midlevel practitioners and nursing home
nurses loan forgiveness programs, making optional the requirement for the
commissioner to adopt implementation rules under the nursing home nurses loan
