E Including poultry litter as a renewable energy resource for biomass
electricity production purposes and providing for renewable energy production
incentive payments by the department of public service to certain qualified
poultry litter electricity generating facilities; authorizing public utilities
to satisfy a certain amount of the biomass power mandate by converting certain
power purchase agreements into fuel supply agreements, requiring the fuel supply
agreements to require the purchase of farm grown closed loop biomass for use as
fuel in existing base load power plants as a substitute for coal or refuse
derived fuel (RDF), providing for determination of the satisfied megawatts of
the mandate (mk, ja)
